Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.32.c, Competitive Sealed Proposals, Board approval is required prior to advertisement of competitive sealed proposals that have an anticipated total value of more than $500,000.
Effective 5/1/2021: In accordance with the Broward County Procurement Code, Section 21.33, Issuance of Competitive Solicitations, Board approval is required prior to advertisement of RFPs, RLIs, and RFQs with an anticipated total value of more than $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION, THE HUMAN SERVICES DEPARTMENT, AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) did not assign Small Business Enterprise (SBE) or County Business Enterprise (CBE) goals for this project because some of the funding for this solicitation are federal funds, which are subject to Title 2 CFR Part 200. Title 2 CFR Part 200 requires Broward County conduct procurements in a manner that prohibit the use of statutorily or administratively imposed in-State or local geographic preferences in the evaluation of bids or proposals. Therefore, OESBD was unable to establish CBE goals for this project. The OESBD determined that this project is not subject to the Workforce Investment Program (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified contractor to provide In-House Pharmacy Management Services for the County’s Broward Addiction Recovery Division (BARC). Vendor will provide comprehensive in-house pharmacy/medication management services and consultative guidance to County for individuals enrolled in the County's 92-bed residential facility, 50-bed detoxification facility, and Medication-assisted Treatment (MAT) program. Vendor will also provide a State of Florida licensed pharmacist, a registered licensed pharmacy technician, and a licensed pharmacist consultant in pharmacy operations.
The RFP method of procurement was selected for this project to best serve the County with multiple criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for the ranking of firms based on required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services (Exhibit 1).
The Procurement Code references in the RFP will be updated to the most recently adopted Procurement Code prior to RFP advertising.
The RFP has been reviewed with the County Auditor’s Office and all matters were addressed.
