A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of April 20, 2021.

Summary Explanation/Background

The stated purpose of the Animal Care Advisory Committee ("ACAC") is to assist the County in developing public policies concerning animal issues, and to assist in goal setting and long-range planning for the Animal Care and Adoption Division.

 

Pursuant to Section 12.290 of the Broward County Administrative Code ("Administrative Code"), the ACAC consists of 11 members, with each member of the Board of County Commissioners (the "Board") nominating one ACAC member who fits within one of nine specified categories, using the categorical draw method established by the Intergovernmental Affairs/Boards Section. These categories include a variety of individuals with experience in animal-related matters, such as a licensed veterinarian, an employee of a national animal welfare organization, a member of a local animal welfare nonprofit organization, animal behaviorists, law enforcement professionals, an owner/officer of a pet store, a municipal employee of an animal regulatory agency, and an employee of the Broward County Health Department or other medical professional with specialized experience. The two at-large appointees of the Board are prohibited from fitting within any of the nine enumerated categories.

 

While ensuring a diverse set of voices with experience in different areas regarding animal welfare and care is important, Section 12.290 of the Administrative Code prevents nearly anyone with knowledge and involvement in animal care and policy from serving on the ACAC as an at-large appointee.  Removing the language prohibiting at-large appointees of the ACAC from fitting into the nine specified categories will retain a diverse set of experiences and voices on the ACAC (no more than three of the 11 members may be within any single category) and will ensure that the Board has an ability to appoint the best individuals to the two at-large positions.
