MOTION TO AUTHORIZE County Administrator to execute Amendments to Agreements with Broward County and BCMBC and Habitat to add City of Coconut Creek State Housing Initiatives Partnership (SHIP) funds to implement the Minor Home Repair Program for the City of Coconut Creek, in the amount of $118,488 ($59,244 for each vendor agreement), authorizing the County Administrator to execute same and to take all necessary administrative and budgetary actions for implementation of the program, subject to the approval as to legal sufficiency by the Office of the County Attorney.

Why Action is Necessary

Motion A: Board action is required to approve grant agreements and to approve amendments to agreements with outside agencies increasing the budget amount previously approved by the Board.

 

Motion B: Board action is required to approve grant agreements and to approve amendments to agreements with outside agencies increasing the budget amount previously approved by the Board for the City of Coconut Creek.

 

What Action Accomplishes

Motions A and B: Action will increase the contract amounts with BCMBC and Habitat to cover the cost of additional Minor Home Repairs in the City of Coconut Creek and cover the cost of providing air conditioning systems and reduce future energy costs for the low- income residents participating in the Broward County Minor Home Repair Program.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Value of: Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing; Goal 2, Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies and Goal 5, Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.

 

Broward County was awarded $100,000 from the Florida Department of Agricultural and Consumer Services Division of Administration to be used to assist lower income Minor Home Repair recipients with replacing or installing new air conditioning units for the purpose of reducing energy costs. The program will be implemented in conjunction with the Broward County Minor Home Repair Program as an additional revenue source for the improvements and it will also be implemented as a stand-alone program if Minor Home Repair funds have been exhausted. The two existing Minor Home Repair vendors are BCMBC and Habitat will be awarded $50,000 each in the form of new agreements with the vendors, subject to approval as to legal sufficiency by the Office of the County Attorney.

 

In addition, the City of Coconut Creek requested that the Division implement its SHIP Program; therefore, the additional City SHIP funding in the amount of $118,488 will be added to both the existing BCMBC and Habitat SHIP Minor Home Repair Agreements in the amount of $59,244 each, pursuant to amendments to the existing contract for SHIP Funds with those vendors, subject to the approval as to legal sufficiency by the Office of the County Attorney.
