Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.28, Cooperative Purchasing, the Purchasing Division may participate in, sponsor, conduct, or administer a cooperative purchasing agreement with one or more governmental agencies or nonprofit entities for the procurement of goods or services where the Director of Purchasing determines that such an agreement conforms to generally accepted standards of public procurement. Purchases made by the County pursuant to such agreements shall be subject to the terms and conditions of the agreement and any applicable rules and regulations of the governmental agency or nonprofit entity that administers the agreement.

 

What Action Accomplishes

Provides for the purchase of 49 standard cutaway-type vehicles to replace aging paratransit vehicles that are beyond their useful life and to increase the fleet capacity to meet service demand.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value for “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”

 

The Office of Economic and Small Business Development reviewed the scope of work and did not assign County Business Enterprises (CBE) goals for this procurement; therefore, no CBE goal will be applicable (Exhibit 1).

 

The purpose of this contract is to purchase 49 Ford Transit Collins standard cutaway vehicles utilizing Florida Department of Transportation (FDOT) Contract No. TRIPS-17-CA-FTS-C. The Transportation Department obtained FDOT’s approval to purchase 49 vehicles from Florida Transportation Systems, Inc. (FTS) (Exhibit 2). The total cost per vehicle from FTS is $81,969, which includes all necessary options required by the County (Exhibit 3). These vehicles will have six passenger seats and two wheelchair capacity, be lift-equipped, include security cameras, and air purification system.  The vehicles will also be converted to operate on propane fuel, utilizing existing County contracts at a reduced cost.

 

The 49 vehicles will replace aging cutaway van vehicles that are beyond their useful life.

 

The State of Florida Solicitation No. TRIPS-17-CA-FTS-C, Standard Cutaway Chassis Type Transit Vehicles, was competitively solicited as a Request for Proposal (RFP) by Transit Research Inspection Procurement Services (TRIPS). TRIPS is a collaboration between FDOT’s Office of Freight, Logistics and Passenger Operations and the University of South Florida’s Center for Urban Transportation Research. The Transportation Department has reviewed the contract and additional submittals by FTS and concurs with the recommendation for award (Exhibit 4).

 

FDOT pre-negotiated pricing, which represents an additional cost savings benefit for the County. Additionally, the County is benefiting by realizing economies of scale, reducing administrative costs of project solicitation, having a direct relationship with the manufacturer for added quality control, and the ability to select and customize vehicles that meet the County’s requirements.

 

A price analysis was performed by FDOT prior to award and the prices submitted by FTS were determined to be fair, reasonable, and aligned with market analysis for the industry (Exhibit 5).
