Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will authorize a proposed Second Amendment to increase the maximum not-to-exceed amount and increase the pass-through allowance, in order to upgrade and replace UL listed Onyxworks computers and workstations at the Rental Car Center (“RCC”) and to provide additional allowance through the end of the Agreement.
On August 8, 2018, the Director of Purchasing executed a contract with WSA Systems-Boca, LLC, for Security and Fire Alarm Systems Maintenance Services (Bid No. BLD2116441B1) at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”). The contract included an initial term date of August 1, 2018. Subsequently, on September 17, 2018, the Director of Purchasing approved the First Amendment to revise the start date of the initial term to October 1, 2018. The Agreement provided for an initial one-year term with two one-year option periods ending on September 30, 2021.
The UL listed Onyxworks computers and workstations have reached the end of their life cycle and are not on a Windows 10 platform. The current Windows platform is no longer supported by Microsoft and puts the fire and life safety system in the RCC at risk should the network fail. Therefore, the proposed Second Amendment includes the replacement of these computers and workstations. The proposed allowance increase requested also includes additional threshold needed to allow for continuous maintenance services to the security and fire alarm systems at FLL.
The potential maximum not-to-exceed amount of the Agreement (including the option periods) was initially established in the amount of $2,958,606, and included $90,000 in a pass-thru allowance for parts and materials. On April 12, 2019, the Purchasing Division approved an increase to the maximum not-to-exceed amount of the Agreement to $3,190,439, which included $206,333 in a pass-through allowance for parts and materials to allow for continuous maintenance services to the security and fire alarm systems at FLL. The increase in the pass-through allowance in the amount of $500,000 as part of this action will increase the total contract amount to $3,690,439.
This proposed Second Amendment has been reviewed and approved as to form by the County Attorney’s Office.
