Florida’s Community Planning Act, Chapter 163.3177(3)(b), requires update of the Comprehensive Plan’s Capital Improvement Element Schedule of Capital Improvements annually.

On April 20, 2021, the Board of County Commissioners set a public hearing on May 18, 2021, to consider enactment of the proposed Ordinance.

 

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT (EPGMD) AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Chapter 163, Part II, Florida Statutes requires the Comprehensive Plan contain a Capital Improvements Element (CIE). This must include a Schedule of Capital Improvements showing publicly funded projects of federal, state, or local government; projects necessary to ensure that adopted level-of-service standards are achieved and maintained for at least five years; and transportation improvements that are in the Broward Metropolitan Planning Organization’s Transportation Improvement Program (MPOTIP). The schedule must be adopted annually into the CIE after the new budget is approved.

 

The proposed Ordinance adds the 2021 schedules for capital improvements from Broward County’s Fiscal Year 21 budget and the MPOTIP to the CIE of BrowardNext (Broward County’s Comprehensive Plan).
