Summary Explanation/Background
Shortly after the January 12, 2010, earthquake, which killed thousands of Haitians and resulted in the near-total collapse of Port au Prince's infrastructure, the Department of Homeland Security designated Haiti for Temporary Protected Status ("TPS"). Since then, TPS for Haiti has been renewed for periods of 6 to 18 months. Haiti has yet to recover from the 2010 earthquake, a cholera epidemic, and the devastation of Hurricane Matthew.

TPS designation for Haiti was terminated by the Trump Administration and the validity of TPS-related documentation for beneficiaries under TPS for Haiti will expire on October 4, 2021. Haiti continues to face numerous challenges, including recent political unrest, the COVID-19 pandemic, and an uptick in violence. The failure to redesignate Haiti for TPS will create tremendous hardship for Haiti and Haitians currently living in the United States under TPS.

The proposed Resolution urges President Biden to redesignate Haiti for TPS for a period of no less than 18 months.

This item was originally placed on the May 4, 2021 Board agenda as Item 57, but the item was deferred to the May 18, 2021 Board meeting at the Board's request.
