Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT/SEAPORT ENGINEERING AND FACILITIES MAINTENANCE DIVISON RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Board’s Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs”.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 25% for this project. TY Lin International has committed to meet a 27% CBE participation (Exhibit 2).

 

The purpose of this Agreement is to engage the services of a qualified professional engineering firm and team to provide engineering and related services for Group 1 Bulkhead Replacements (Project). The Project includes approximately 9,000 linear feet of steel sheet pile bulkheads, including the north seawall of the Port Entrance Channel, Northport Berths 1, 2, and 3, and Midport Berths 16, 17, 18, 21, 22, 23, and 29.

 

On June 2, 2020 (Item No. 54), the Board approved the Request for Proposals (RFP) No. PNC2120415P1, Port Everglades Bulkhead Replacement Project - Group 1.

 

The Project consists of engineering, design, permitting, bidding and construction support services for Group 1 bulkhead replacements, including: deep-water marine structural engineering, corrosion protection, berthing and mooring analysis, civil and utility engineering, geotechnical investigations and foundation engineering, scour analysis and scour protection, bathymetric and topographic surveying, coral and benthic habitat surveys, regulatory agency permitting, construction cost estimating and project scheduling, contract administration, construction engineering and construction inspection.

 

This deliberately phased Agreement currently includes the north seawall of the Port Entrance Channel and Northport Berths 1, 2, and 3. The Agreement will be amended for construction administration and post warranty administration for these locations, as well for the design packages for the additional berths under Group 1. The overall duration of services will be approximately six to eight years.

 

The Group 1 bulkheads are slated for replacement as stated in the Port Everglades’ Master/Vision Plan and Capital Improvement Plan as they are nearing their intended design life. Underwater inspections have confirmed that replacements are anticipated to be necessary in the next several years. 

 

On August 26, 2020, an Initial Evaluation Committee Meeting was held. The Evaluation Committee (EC) determined that five firms were responsive and responsible to the RFP requirements and would move to final evaluation to be numerically scored and ranked by the EC.

 

On September 17, 2020, a Final Evaluation Committee Meeting was held. After presentations, evaluation, scoring, and ranking, the EC named TY Lin International as the first-ranked firm.

 

The proposed recommendation of ranking was posted on the Purchasing Division’s website from September 25 - 29, 2020. There were no protests, objections or pulls from the Board submitted within this timeframe.

 

On October 14, 2020, the County Administrator approved the Evaluation Committee's final ranking of the qualified firms and authorized staff to proceed with negotiations. Five negotiation meetings were held for this Agreement: February 4, March 15, March 24, April 6, and April 16, 2021. These negotiation meetings were attended by representatives of TY Lin International, and staff from the Seaport Engineering and Facilities Maintenance Division, the County Attorney’s Office, and the Purchasing Division. 

 

There was no protest or appeal filed regarding this procurement.

 

This Agreement has been reviewed and approved as to form by the County Attorney’s Office.
