Why Action is Necessary

In accordance with Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, Board approval is required for awards exceeding $500,000 inclusive of the value of any renewals or extensions provided for in the contract.

The purpose of the contract is to provide all labor, equipment, and materials necessary to provide pest control services and additional services for the Facilities Management Division and various other Broward County agencies that may need these services and products.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) designated this a County Business Enterprise (CBE) Reserve Program requirement. The OESBD has determined that Orange Pest Control & Services, Inc. meets the eligibility requirement (Exhibit 2).

 

The purpose of this contract is to provide all labor, equipment, and materials necessary to provide pest control services and additional services using an Integrated Pest Management (IPM) methodology to minimize the use of chemical treatments.

 

This Agreement includes covered services, in accordance with the Broward County Living Wage Ordinance, Section 26-101(k), these services are covered services. Orange Pest Control & Services, Inc. has agreed to be bound to the contractual obligations of the Living Wage Ordinance. The three-year potential estimated amount includes the health care benefit increase effective January 1, 2021.

 

The Facilities Management Division reviewed the bid submitted by Orange Pest Control & Services, Inc., and concurs with the recommendation for award (Exhibit 3). Six vendor performance evaluations were completed for Orange Pest Control & Services, Inc.; they have an overall rating of 4.13 out of a possible 5. Copies of the vendor performance evaluations are available upon request.

 

The Purchasing Division has researched the prices submitted by the recommended bidder, Orange Pest Control & Services, Inc., and determined that the prices are fair, reasonable, and aligned with the estimate (Exhibit 4).

 

OESBD determined that the apparent low bidder, Clements Pest & Environmental, did not meet the CBE Reserve Program requirements; thus, the vendor was non-compliant to the solicitation’s CBE Reserve Program requirements. Based upon OESBD’s determination, the Director of Purchasing deemed the apparent low bidder, Clements Pest & Environmental, to be non-responsive to the solicitation’s CBE Reserve Program requirements (Exhibit 2). The difference between the apparent low bidder, Clements Pest & Environmental, and the recommended bidder, Orange Pest Control & Services, Inc., is $1,201.

 

Incumbents: Orange Pest Control & Services, Inc., Contract No. P2113600B1_1, Pest Control Services, Contract term: February 15, 2017 through May 14, 2020. Expenditures to date: $301,370. Ed’s Pest Control, Inc. dba Pest Logic, Contract No. P2113600B1_2, Pest control Services Contract Term: February 15, 2017 through July 26, 2019. Expenditures to date: $85,965. Orange Pest Control & Services, Inc., Interim Contract Number and Title: Interim Contract No. P2113600X1_1, Pest Control Services, Contract Term: June 12, 2020 through June 12, 2021.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

 

The bid posted on March 9, 2021 and opened on March 31, 2021; six bids were received with no declinations (Exhibit 1).

 

The Recommendation for Award posted on the Purchasing Division website from May 6 - 12, 2021. There was no protest or appeal filed regarding this procurement.
