Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action amends the Agreement to provide continued PMO Services for the T4 Gate Replacement project at FLL. 

 

This item supports the Board’s Value for "Ensuring economic opportunities for all people and businesses in Broward County," its Goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs" and its Objective to increase passenger facilities in Terminal 4 at Broward County’s FLL.

 

The Office of Economic and Small Business Development (“OESBD”) established a Disadvantaged Business Enterprise (“DBE”) goal of 18% for this project.  AECOM Technical Services, Inc. (“AECOM”) committed to 23% DBE participation. To date, AECOM has been paid $75,338,141 and has paid DBE firms $19,176,853 for 25.45% participation (Exhibit 2).

 

On January 6, 2009 (Item No. 11), the Board approved the original deliberately phased Agreement between County and AECOM for PMO services for the new south runway, T4 replacement and enabling projects at FLL in the estimated not-to-exceed amount of $5,969,945, which included optional services for additional phases for up to nine additional years.  Additional information on the original Agreement and subsequent Board actions is included in Exhibit 3.

 

The T4 Gate Replacement project is comprised of the T4 Western and Eastern expansions, T4 Apron Paving, T4 Checked Baggage Inspection System, and T4 Federal Inspection Services (“FIS”) projects.  Construction of these projects except the T4 FIS Facility, is complete and the contractors are working towards substantial completion and close-out. Due to the COVID-19 pandemic, there is less construction workers availability and there are supply chain delays for the T4 FIS Facility project.  In addition, the security requirements for U.S. Customs and Border Protection were revised, which impacted the T4 FIS Facility project. Substantial completion of the T4 FIS Facility project is now anticipated for the Fourth Quarter of 2021. Continued PMO Services are necessary in order to complete these deliberately phased projects, address unresolved disputes, and close out the construction contracts.

 

Approval of the proposed Seventh Amendment increases Salary Costs in the amount of $1,905,257 for a revised Salary Cost amount of $78,013,487, and increases Reimbursable expenses in the amount of $73,839 for a revised Reimbursable amount of $1,436,863, increasing Basic Services in the amount of $1,979,096, for a revised Basic Services amount of $79,450,350, with no change to the previously approved Optional Service amount of $343,744, for a revised total Agreement amount of $79,794,094. 

 

This Seventh Amendment has been reviewed and approved as to form by the Office of the County Attorney.
