Why Action is Necessary

A. Acknowledges the final EHE funding amount from the U.S. Department of Health and Human Services, Health Resources and Services Administration (“HRSA”) from March 1, 2021 to February 28, 2022.

 

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” Approval ensures services are available to eligible Broward County residents living with HIV.

 

On October 15, 2019, (Item No. 7), the Commission approved the County’s grant application to the U.S. Department of Health and Human Services, HRSA, for EHE - Ryan White HIV/AIDS Program funds for services to reduce new HIV infections and expand the provision of services to (i) individuals newly diagnosed with HIV, (ii) individuals living with HIV who are not engaged in care, and (iii) individuals with detectable amounts of HIV in their blood. In addition, this action clarifies that the HRSA application for EHE-Ryan White HIV/AIDS funds have a five-year grant period starting from March 1, 2020 and ending on February 28, 2025.

 

On August 25, 2020, (Item No. 2), the Commission authorized appropriation and disbursement of Ryan White Fiscal Year 2020-2021 funds to specified service providers.

 

On March 9, 2021, (Item No. 9), the Commission authorized appropriation and disbursement of HRSA EHE funds in the estimated amount of $1,058,536 to specified service providers for Ryan White fiscal year 2021-2022. Due to HRSA issuing additional EHE funds on March 4, 2021, for Ryan White fiscal year 2021-2022, this action increases the total EHE award amount to $2,075,933 (Exhibit 1).

 

This action acknowledges and accepts the final award amount of HRSA EHE funds for Ryan White fiscal year 2021-2022, as the total amount of the EHE award was greater than that previously specified on March 9, 2021, (Item No. 9).

 

The Ryan White addendum allows for funding adjustments in Ryan White service provider agreements that are in furtherance of the objectives of the Ryan White Act and HRSA.

Fiscal Impact

Fiscal Impact/Cost Summary

The County's EHE program is 100% funded through federal dollars from HRSA. The EHE program would be discontinued if grant funding were no longer available. The funds initially received for March 1, 2021 to February 28, 2022 was $1,777,059.  EHE funds are administered cumulatively, reflecting the total grant amount to date of $3,321,244. HRSA guidelines allow Broward County to retain $415,187 of its allocation to cover administrative expenses.
