Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's vision of "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing”: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies; Goal 3: Identify affordable workforce housing funding, to include a local, dedicated source of revenue; and Goal 4: Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.

On September 10, 2020 (Item No. 22) the Broward County Board of County Commissioners (“Board”) adopted Resolution No. 2020-428, approving the County to enter into an Interlocal Agreement with the City of Coconut Creek (“City”) to implement and administer the City’s State Housing Initiatives Program (“SHIP Program”) funds for the following fiscal years 2017-2018, 2018-2019, 2019-2020, 2020-2021 and 2021-2022.

MOTION A:  The City of Coconut Creek received an allocation of Two Hundred Forty-four Thousand Three Hundred Thirty Dollars ($244,330) for Fiscal Year 2017-2018 which has an unspent balance of Eighty-one Thousand Nine Hundred Ninety Dollars ($81,990).  This unspent balance plus Program Income in the amount of Fifty-seven Thousand Seven Hundred Ninety-three Dollars ($57,793) plus a carry forward balance of Twenty-four Thousand Eight Hundred Seventy Dollars ($24,870) from the prior year totals One Hundred Sixty-four Thousand Six Hundred Fifty-three Dollars ($164,653) which is the amount being recognized.  The City has agreed for the County to use these funds in the Purchase Assistance Strategy. The One Hundred Sixty-four Thousand Six Hundred Fifty-three Dollars ($164,653) will assist a maximum of four (4) qualified households with up to Fifty Thousand Dollars ($50,000) per household.  Eleven Thousand Eighty-eight Dollars ($11,088) will be used for administration of the City’s Fiscal Year 2017-2018 SHIP Program.  The City is contributing $8,533 from the City’s General Revenue Funds. 

MOTION B: The City of Coconut Creek received an allocation of Seventy-five Thousand Two Hundred Twelve Dollars ($75,212) for Fiscal Year 2018-2019 which has an unspent balance of Sixty-four Thousand Nine Hundred Forty-four Dollars ($64,944). This unspent balance plus Program Income in the amount of Forty-five Thousand Five Hundred Forty-nine Dollars ($45,549) totals One Hundred Ten Thousand Four Hundred Ninety-three Dollars ($110,493) which is the amount being recognized. The City has agreed for the County to use these funds in the Purchase Assistance Strategy. The One Hundred Ten Thousand Four Hundred Ninety-three Dollars ($110,493) will assist a maximum of three (3) qualified households with up to Fifty Thousand Dollars ($50,000) per household.  Eight Thousand Seven Hundred Seventy-two Dollars ($8,772) will be used for administration of the City’s program.  The City is contributing $6,713 from the City’s General Revenue Funds.

MOTION C: The City of Coconut Creek received an allocation of Ninety-nine Thousand Two Hundred Twenty-six Dollars ($99,226) for Fiscal Year 2019-2020 which has an unspent balance of Sixty-four Thousand Five Hundred Thirty One Dollars ($64,531). This unspent balance plus SHIP Program Income in the amount of Sixty-one Thousand Seven Hundred Eighty-two Dollars ($61,782) totals One Hundred Twenty-six Thousand Three Hundred Thirteen Dollars ($126,313) which is the amount being recognized.  The City has agreed for the County to use these funds in the Home Repair Strategy. The One Hundred Twenty-six Thousand Three Hundred Fourteen Dollars ($126,314) will assist a maximum of four (4) qualified households with up to Forty Thousand ($40,000) per household.  $9,542 will be used for administration of the City’s program.

MOTION D:  The City of Coconut Creek generated Twenty-nine thousand eighty-six Dollars ($29,086) in SHIP Program Income for Fiscal Year 2020-2021.  The City has agreed for the County to use these funds in the Home Repair Strategy.  The Twenty-Nine Thousand Eighty Six Dollars ($29,086) will assist a maximum of one (1) qualified household. SHIP Program Income is generated from interest earned on the principal balance in the SHIP Trust Fund, and SHIP Program-assisted recipients who pay off their deferred loan prior to the expiration of the loan terms.  $1,454 will be used for administration of the City’s program.
