MOTION TO AUTHORIZE County Administrator to execute Interlocal Agreement with the City of Coconut Creek to administer and implement their Coronavirus Aid, Relief, and Economic Security (CARES) Act Community Development Block Grant Coronavirus (CDBG-CV3) Federal unanticipated revenue funds, in the amount of $325,083, of which $65,160  is for administration; and take all necessary administrative and budgetary actions to include execution and implementation of amendments, reinstatements, project/activity priorities and budgetary changes in accordance with the municipality’s Consolidated and Annual Action Plans for implementation; subject to approval as to form by the Office of the County Attorney.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's value: Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing, and the corresponding goal of increasing the availability of affordable housing of all types, countywide in every community using effective, uniform criteria, policies, and strategies.

 

The CDBG-CV and ESG-CV (1st round) funding was approved by the Broward County Board of County Commissioners on June 2, 2020 (Agenda Item #20). The CDBG-CV2 (2nd round) funding was passed through the Florida Department of Economic Opportunity (DEO) for their Small Cities and Entitlement units of local government under the Florida Community Development Block Grant-Coronavirus (CDBG-CV) program. The State is finalizing the Entitlement Community Applications which should be available soon. Subsequently, the U.S. Department of Housing and Urban Development ("HUD") Office of Community Planning and Development (CPD) announced CDBG-CV3 (3rd round) and ESG-CV2 (2nd round) funds, requiring amendment to the County’s Consolidated and Annual Action Plans incorporating CDVG-CV3 and ESG-CV2, with submittal by July 2021.

 

The impacts of the Coronavirus pandemic remain high, specifically for renters at 80% or below annual median income (AMI), who are not current with rent payments and continue to face hardships. They face the end of the rental moratorium on evictions and do not have the ability to modify or defer payments like homeowners. The Housing Finance and Community Redevelopment Division (HFCRD) is recommending that the funds be allocated toward the CDBG-CV3 and ESG-CV2 eligible activities, rental assistance, and homeless prevention as detailed on Exhibit 1. The HFCRD will assess the progress of the CDBG-CV and ESG-CV projects/programs periodically, re-evaluate the needs and make the necessary changes and reallocations consistent with the CDBG-CV and ESG-CV eligible activities. 

 

Motion A.

The funds being recognized are in the amount of $2,395,015 in CDBG-CV3 Coronavirus Aid, Relief, and Economic Security (CARES) Act Federal Funding. The funds will be made available for use in the CDBG-CV3/CARES Act eligible activities as detailed in Exhibit “1”. Twenty (20) percent or $479,003 will be allocated for administration.

 

Additional funds being recognized are in the amount of $3,048,655 in ESG CARES Act Federal Funding. The funds will be made available for use for ESG-CV2/CARES Act eligible activities as detailed in Exhibit “1”. Ten (10) percent or $304,865 will be allocated for administration.

 

The HFCRD will partner, through a memorandum of understanding, with the County’s Family Success Administration Division (FSAD) to implement the rental assistance program. Administrative funds will be allocated to the to Human Services Department for assistance of the administration of the project/program for approved eligible CDBG-CV3 and ESG-CV2 costs.

 

The County’s FSAD and the HFCRD currently partner to implement Rapid Re-housing portion of the annual Emergency Solutions Grant (ESG) allocation, and the most recent CDBG-CV and ESG-CV (1st) round of CARES Act funding. The FSAD will use the allocated CDBG-CV3 and ESG-CV2 funds for rental assistance and homeless prevention for eligible clients that were directly impacted by Coronavirus/COVID-19 as detailed in Exhibit “1”.

 

In addition, FSAD has a Community Action Agency Low Income Home Energy Assistance program (LIHEAP) and an Elderly Low-Income Home Energy Assistance Program (EHEAP) that can be used in conjunction with the Rental Assistance Program when necessary.

 

Motions B through D.

The County will also be administering and implementing the Coronavirus Aid, Relief, and Economic Security (CARES) Act Community Development Block Grant Coronavirus (CDBG-CV3) unanticipated revenue funds for the Cities of Weston, Margate, and Coconut Creek, as detailed in Exhibit 1.

 

These funds are not part of Broward County’s CDBG-CV3 allocation, they are funds allocated to the Entitlement municipality and will be administered and implemented by HFCRD and FSAD.
