Why Action is Necessary

Board of County Commissioners' approval is required in accordance with the Broward County Procurement Code, Section 21.43, Specific Period, a contract for supplies or services may be entered into for no more than five years without the express consent of the Board and Section 21.47, Amendments, for changes to the scope of the contract due to the addition of and redirection of funds to a new task.

 

What Action Accomplishes

Allows for continued outreach and support services to be provided for the Broward Water Partnership (BWP) and Conservation Pays rebate program while the new solicitation is in process.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Value of "Encouraging investments in renewable energy, sustainable practices and environmental protection" and its corresponding goal to "seek funding for, implement policies and pursue projects promoting, the use of alternative energy, resource conservation, sustainable practices and environmental protection."

 

Approval of this item allows for contract extension with the current vendor. On October 1, 2016, the Environmental Planning and Community Resilience Division (EPCRD) entered into contract with Environmental PR Group, Inc. (EPR Group) to provide outreach and related support to the Broward Water Partnership (BWP), which includes Broward County and 16 water utility and municipal partners to promote water conservation through Conservation Pays - a water-efficient toilet rebate program that includes free distribution of water conserving aerators and shower heads, and outreach activities. This contract is scheduled to terminate on September 30, 2021 and the Division is currently in the process of procuring a new vendor. The additional time is necessary to allow for the procurement process, while ensuring continuation of program deliverables.

 

The proposed amendment also redirects funds from the existing contract reimbursables related to travel costs toward the implementation of a new task, a pilot program that provides direct-install plumbing services for water-conserving toilets and/or showerheads to a select group of low- and moderate-income neighborhoods.

 

This amendment has been provided legal review and approval as to form by the Office of the County Attorney.

Fiscal Impact/Cost Summary

No fiscal impact. Funding for the Conservation Pays program is provided under joint cost share by Broward County and 16 water utility and municipal partners as part of the Broward Water Partnership. The contract amendment total not-to-exceed amount increase of $25,000 will be funded through EPCRD’s existing budgets. The County's annual cost share is budgeted in the Environmental Planning and Community Resiliency Division's portion of the General Fund. Cost share by program partners is provided under interlocal agreements with expenses budgeted in a Contract Fund.
