Summary Explanation/Background
Section 1-233(g) of the Broward County Code of Ordinances is the default provision defining what constitutes a quorum for meetings of advisory and other boards. Currently, the section provides that the number of members needed to constitute a quorum is a majority of the total appointed board members. As written, particularly for new boards and boards with many vacancies, a small number of appointed members can constitute a quorum and thus make decisions for large boards.
The proposed amendment would provide that a quorum for advisory and other boards would remain a majority of the total board members currently appointed, but that, where a quorum is required, no advisory or other board may have a meeting unless at least one-half (1/2) of the total board positions are filled.
