Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Values of “Cooperatively delivering an efficient and accessible regional intermodal transportation network” and “Consistently delivering responsive, efficient, quality services to the public and internal customers.”

 

On December 6, 2011, (Item No. 85), the Board authorized staff to negotiate and the Purchasing Director to enter into an Agreement between Broward County and Unified Dispatch, LLC. For Automated Paratransit Information and Interactive Voice Response Systems, Request for Proposals (RFP) No. R0930301P1, for the Transit Division, for up to five years for a total estimated amount of $350,000. A System, Services and License Agreement was executed by the Purchasing Director on February 3, 2012; however, under the terms of the agreement, the five-year contract term began upon final acceptance and testing of the system which occurred June 9, 2014.

 

On June 11, 2019, (Item No. 41), the Board authorized the First Amendment to extend the Agreement for two additional one-year renewal terms through June 8, 2021. The First Amendment increased the total cost of the Agreement by $70,423 to $452,728. Unified Dispatch, LLC continued to provide maintenance service on the software licenses and provide professional services. The fees for annual support and maintenance increased by 3% annually for each renewal period.

 

On February 20, 2020, the Director of Purchasing executed the Second Amendment to the Agreement which authorized a work authorization for $38,700 to upgrade software with the system to comply with the County’s policy on end-of-life software and meet current security standards. 

 

The proposed Third Amendment will continue to provide maintenance service on the software licenses and provide professional services. The fees for annual support and annual maintenance will increase by 3% to $36,804 for a total contract amount of $489,532. It is in the best interest of the County to continue with the services provided by Unified Dispatch, LLC, due to the highly customized integration with the existing Paratransit scheduling software system.
