In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, Board Approval is required for awards exceeding $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) did not establish a County Business Enterprise participation goal for this project (Exhibit 2).
The purpose of the agreement is for a qualified firm to provide software and services for improving the match rate between the County’s regional and non-regional Geographic Information Systems (GIS) databases, and the County’s Automatic Location Information (ALI) and Master Street Address Guide (MSAG) databases to the National Emergency Number Association (NENA).
On December 10, 2019 (Item No. 57), the Board rejected Request for Proposals (RFP) No. TEC2117392P1, E911 GIS Data Assessment and Remediation and authorized the County Administrator to approve a new RFP solicitation.
On September 10, 2020, the County Administrator approved RFP No. TEC2120719P1, E911 GIS Data Assessment and Remediation. Two firms submitted proposals in response to the RFP.
On December 15, 2020, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that both firms were responsive and responsible to the RFP requirements and voted in favor of the firms to advance to the Final Evaluation Committee meeting to be numerically scored and ranked by the EC.
On January 22, 2021, a Final Evaluation Committee meeting was held. After presentation, evaluation, and ranking, the EC named Vesta Solutions, Inc. as the first-ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from February 4 - 8, 2021, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from February 9 - 16, 2021, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
On March 3, 2021, the County Administrator approved the EC’s final ranking of the qualified firms and authorized staff to proceed with negotiations. Three negotiation meetings were held to negotiate the agreement with Vesta Solutions, Inc.: April 2, 8, and 27, 2021. These meetings were attended by representatives from Vesta Solutions, Inc.; Motorola Solutions, Inc.; 911 Datamaster, Inc.; Regional Emergency Services and Communications; the County Attorney’s Office, and the Purchasing Division.
