Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.

This item supports the Board of County Commissioners' Value of "cooperatively delivering an efficient and accessible regional intermodal transportation network" with the Goal of supporting "the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses."

As part of the Mobility Advancement Program, Broward County plans to undertake an analysis to improve the intersections at the SR-9/I-95 interchange with Griffin Road and at the intersection of Griffin Road and Old Griffin Road. At the same time, Florida Department of Transportation (FDOT) will conduct a Project Development and Environmental (PD&E) Study of SR-9/I-95 from the Miami-Dade/Broward County Line to north of Griffin Road in Broward County. As the FDOT PD&E Study area encompasses the County’s planned intersection improvements, Broward County and FDOT have determined that it is in their mutual interest to include the County’s work within the FDOT project. Broward County’s contribution to FDOT funds the engineering services for County intersection improvements within the limits of the FDOT Study. The FDOT is scheduled to begin procurement for a consultant to prepare the PD&E Study in the Fall of 2021.

This item seeks Board approval of a Locally Funded Agreement between Broward County and FDOT to provide for the County to fund an estimated amount of $235,000 to incorporate the County’s study into the FDOT PD&E Study scope of work (Exhibit 1). The total estimated cost of FDOT PD&E Study including County’s portion of the work is $490,000.

The Locally Funded Agreement has been reviewed and approved as to form by the County Attorney’s Office.
