Motions A and B. In accordance with the Broward County Procurement Code, Section 21.53.a, the Board is required to approve all contract actions and awards that extend for a duration of more than five years.

 

What Action Accomplishes

Motion A. Designates WeatherSTEM as the Sole Source to provide installation, equipment, support and maintenance for the Weather Monitoring System at the Fort Lauderdale-Hollywood International Airport (“FLL”).

 

Motion B. Approves the Memorandum of Agreement between Broward County and WeatherSTEM for the installation, equipment, and support and maintenance for the Weather Monitoring System for up to ten years at FLL.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

The Florida Department of Emergency Management (“FDEM”) has contracted with WeatherSTEM for the purchase and installation of fifty weather-monitoring stations throughout the State, including support and maintenance for the first three years. The expected outcome of this implementation is to provide FDEM and County emergency management officials data on local weather conditions, especially during severe weather events. The data will support the decision-making process when State resources are required to respond to natural disasters. The data collected from the WeatherSTEM stations will be used for severe weather training exercises and research efforts. As a Florida Severe Weather Network (“FSWN”) participant, the Broward County Aviation Department (“BCAD”) will receive one weather station at no cost for three years.

 

As part of the FSWN, BCAD and the Broward County Emergency Management Division will have access to statewide, real-time data to assist and ensure the safety of citizens in the County during severe weather incidents. The WeatherSTEM monitoring system measures, records, and posts hyper accurate local weather data in real time and includes two sky cameras with photo and video options.

 

Motion A

This action approves the Sole Source designation between Broward County and WeatherSTEM for installation, equipment, and support and maintenance for the Weather Monitoring System for BCAD at FLL.

 

On May 7, 2021, the Purchasing Division advertised a notice of intent to designate sole source and no valid challenges were received by Broward County. The Purchasing Division recommended the Sole Source on May 14, 2021, for the WeatherSTEM system and the subsequent technical support and system maintenance. BCAD intends to procure the WeatherSTEM system and participate as part of State of Florida's integrated Severe Weather Monitoring Network, to gather real-time weather data and provide FDEM critical information to assist in the deployment of resources to impacted areas during severe weather events. 

 

Motion B

This action approves the MOA between Broward County and WeatherSTEM for the installation, equipment, and support and maintenance of one Weather Monitoring System for up to ten years at FLL. This item would also authorize the Purchasing Director to negotiate and execute any necessary maintenance agreements with WeatherSTEM to comply with the obligation to provide support and maintenance services for the required seven-year period (after the initial three-year period after installation, which is provided at no cost to Broward County), with an estimated cost of $1,800 per Weather Station per year thereafter for a period of seven years.

 

The MOA has been reviewed and approved as to form by the Office of the County Attorney.
