Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

On March 28, 2019, the Board adopted BrowardNEXT2.0, a broad rewrite of the Broward County Comprehensive Plan. The Water Management Element included within BrowardNEXT2.0 provides policies that address the impacts of sea level rise on water management infrastructure. Subsequently, on March 10, 2020, the Board adopted the 2019 Unified Sea Level Projections Update.

 

This proposed amendments to the Water Management Element updates policies within BrowardNEXT2.0 in a manner that is consistent with the 2019 Sea Level Projections Update. Specifically, Policy WM 2.8 requires identification of water infrastructure at risk from the impacts of sea level rise.  Policy WM 3.10 requires Broward County to collaborate with utilities, drainage districts, and the South Florida Water Management District to ensure adequate water supply facilities including the consideration of impacts from sea level rise.

 

On December 14, 2020, the Environmental Protection and Growth Management Department Local Planning Agency held a public hearing and found the proposed amendments consistent with the BrowardNEXT2.0 Broward County Comprehensive Plan and forwarded the proposed amendments to the Board for consideration. On February 23, 2021, the Board adopted Resolution 2021-083 transmitting the proposed amendments to designated state agencies for review. On April 2, 2021, the state review agency comment period expired and no comments were received.
