Why Action is Necessary

Section 20.31, Broward County Administrative Code, requires that the Broward County Board of County Commissioners ("Commission") approves grant applications that will become binding awards and approves all state and federal grant agreements.

This action enables the County Administrator to submit the grant application to FDLE and execute the resulting grant agreements on a timely basis.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” FDLE funding allows Broward County to address homeless shelter security upgrades, juvenile justice services, mental health and substance abuse services, and street outreach services for individuals and families who are experiencing homelessness. 

 

Under the Edward Byrne Memorial Justice Assistance Grant - Countywide (“JAGC”) Program, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance provides funding to prevent or reduce crime and violence. FDLE is responsible for the distribution of the state-allocated JAGC program funds through a designated, formula-based, noncompetitive application process. On April 14, 2021, FDLE provided notice to the County of its annual JAGC Program funding allocation (Exhibit 1).

 

The County’s grant application for program services requests funding for homeless shelter security upgrades, juvenile justice services, mental health and substance abuse services, and street outreach services for individuals and families who are experiencing homelessness.

 

Approval of the motion allows the County Administrator to submit the program services grant application and execute the resulting grant agreements in a timely manner to meet FDLE deadlines.

There is no fiscal impact to the County. The program would be discontinued if grant funding is no longer available.
