Summary Explanation/Background

In 2002, Broward County voters amended the Charter to require the County, in cooperation with municipalities, to establish a countywide communications infrastructure for fire rescue services and provide funding for the communications infrastructure. One of the objectives of this Charter provision is to facilitate the establishment of a countywide Closest Unit Response capability.

In 2012, the Broward County Board of County Commissioner directed County Administration to develop an implementation plan for cooperative consolidated dispatch with the goals of improved service and safety for residents, the establishment of consistent performance metrics, the elimination of delays in the transfer of emergency calls, the employment of the best technology available to expedite emergency response and the facilitation of closest unit response.

Through continued collaborative efforts with the Fire Chief's Association of Broward County, the Interlocal Agreement (Exhibit 1) creates the framework for closest unit response for Fire Rescue Agencies.

This item, if approved, would authorize the County Administrator to negotiate and execute the referenced Interlocal Agreement in substantially the form attached as Exhibit 1, as well as any amendments thereto, provided there is no material increase in the financial or operational responsibility of County.
