Why Action is Necessary

Board of County Commissioners (“Board”) approval is required to approve a grant agreement with the Federal Aviation Administration (“FAA”) and authorize execution by the Director of Aviation.

 

What Action Accomplishes

Allows the Board to approve the agreement and authorize the Director of Aviation to execute the grant agreement to accept Federal grant funding for economic relief administered by the FAA in support of Fort Lauderdale-Hollywood International Airport (“FLL”) in response to the COVID 19 pandemic.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action allows the County to accept Federal grant funds associated with the Coronavirus Response and Relief Supplemental Appropriation Act (“CRRSA”).

 

On December 27, 2020, the President signed the CRRSA Act (Public Law 116-260) in response to the COVID-19 pandemic. Included in the act is Division M or CRRSA, which provides eligible airports with funding for costs related to operations, personnel, cleaning, sanitization, janitorial services, and debt service payments. To support airport operations, FLL was allocated a maximum obligation of $27,240,229 to assist in economic relief. Funds provided under this Grant Agreement will be governed by the same principles that govern airport revenue. There is no required local match, as this Federal grant provides financial reprieve to the airport.

 

The Office of the County Attorney has reviewed the document, approved it as to form, and will be signing after the Director of Aviation signs. The FAA requires that Board provide authority to execute the agreement to the sponsor’s authorized representative (Director of Aviation).  The agreement must be digitally signed first by the sponsor’s legal signatory authority and then the agreement will be routed via email by the FAA to the sponsor’s attorney for execution.

 

This Grant Agreement does not include the County's standard agreement provisions because the FAA requires the County to execute its standard FAA Grant Agreement to accept this grant.
