Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Values of “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”

 

Staff is requesting approval First Amendment with Limousines of South Florida, Inc. (LSF), for Public Transportation Services, Bid No. V2113790B1, to reflect $34,281 increase in costs due to Living Wage requirements, changes due to vehicle equipment and fueling mechanisms by the addition of Propane fueled vehicles, a one-time payment for fuel in the amount of $83,897, increasing the total contract threshold amount from $4,065,310 to $4,183,488. 

 

As background, on August 27, 2017, item No. 57, the Board awarded an open-end contract to low bidder, Limousines of South Florida, Inc., for Public Transportation Services, Bid No. V2113790B1, for the Transportation Department’s (BCT) Transit Division in the estimated three-year amount of $2,439,186 and authorize the Director of Purchasing to renew the contract for two one-year periods, for a total potential five-year amount of $4,065,310. This contract allowed for the continued provision of BCT fixed-route public transportation services based upon an alternative contracted service methodology for routes 15, 23, and 56. 

 

When this open-end contract was initially awarded, the agreement stipulated that BCT was to provide both the buses and the fuel and that the buses were to be fueled nightly by the vendor at BCT’s Ravenswood Facility.  Due to low ridership levels and diesel vehicles reaching end of useful life, BCT replaced four 40-foot diesel transit coaches and four older diesel cutaways with eight new 29-foot propane-fueled cutaway style vehicles. However, BCT does not have propane fueling stations at any of its facilities and in order to fuel the vehicles and maintain service, LSF fueled the vehicles at their expense from July 2020 through January 2021 for a total cost of $83,897. 

 

Additionally, in compliance with Broward County’s Living Wage Ordinance, this contract is required to update the Living Wage annually to remain compliant with Broward County’s Living Wage Ordinance. The amendment to the contract will allow for the Living Wage to be effective January 1, 2021 through August 21, 2022.
