Why Action is Necessary
Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Commission’s value of "approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable" and the goal to "effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care." This grant Agreement facilitates the provision of substance use disorder treatment for eligible adult residents of Broward County served by the Broward Addiction Recovery Division (“BARC”).
The Broward Behavioral Health Coalition (“BBHC”) is the contracted managing entity under the Florida Department of Children and Families for delivery of behavioral health services, including substance use disorder treatment, in Broward County. BARC has consistently received funding from BBHC since 2014. For the current fiscal year, BARC received $4,354,413 in funding.
On June 16, 2020, (Item No.10), the Commission authorized the County Administrator to execute amendments to the Agreement, which do not exceed $6,000,000 in aggregate.
On, February 1, 2021, the County Administrator executed the First Amendment to the Agreement to increase funding from $4,227,175 to $4,354,413.
Upon execution of this Second Amendment, BARC anticipates receiving $3,521,524 in funding, which requires a cash match of $507,933. There is also an anticipated additional and unsecured amount of $704,305 for uncompensated units, which BBHC, at its sole discretion and subject to the availability of funds, may pay Broward County in whole, in part, or not at all. The aggregate funding will increase to approximately $7,875,937 (not including uncompensated units); therefore, Commission approval is required for the execution of this Amendment.
The Amendment will be prepared by BBHC in its format. BBHC will sign last following execution by Broward County, subject to review for legal sufficiency by the Office of the County Attorney.
