In accordance with the Broward County Procurement Code, Section 21.47.a, Award and Execution Authority, Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value of "encouraging investments in renewable energy, sustainable practices and environmental protection", with the Goal to "proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts".
The Office of Economic and Small Business Development established a 25% Disadvantaged Business Enterprise (DBE) participation goal for this project. Saltz Michelson Architects committed to 25% participation; to date Saltz Michelson Architects has been paid $472,238 in fees eligible for DBE participation with DBE firms receiving $125,864 to date, yielding an interim achievement of 26.65% (Exhibit 2).
On December 5, 2017 (Item No. 24), the Board of County Commissioners approved the Agreement between Broward County and Saltz Michelson Architects for design services for the Lauderhill Transit Center. The project is located at 1359 NW 40th Avenue in Lauderhill, Florida.
The First Amendment to the Agreement allows for retroactive payment to the Consultant for additional design services above and beyond the negotiated basic services. Numerous changes to the design concept were implemented to meet the requirements set by jurisdictional authorities, Florida Department of Transportation (FDOT), Florida Power and Light (FPL) Net Zero Metering, landlord and other stakeholders; additional design services include investigations for installation of electric bus charging stations, revisions to water main service, extension for underground fire hydrant lines and intricate PV panel canopies. Consultants willingly undertook the additional tasks and worked with all stakeholders to avoid delays to the project’s schedule.
Staff held various negotiation meetings that were attended by representatives of Saltz Michelson Architects, Chen Moore Engineers and Johnson Structural Engineering.
The Motion seeks approval to increase the compensation to the Consultant for the performance of all Basic Services identified in (Exhibit 1, Page 1 of 5) as payable on a "Lump Sum" basis.
