Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this contract of 25%. As of January 31, 2021, Ric-Man International has been paid $3,615,834 with $863,936 paid to CBE firms, yielding 23.89% CBE participation (Exhibit 1).

 

On June 11, 2019, The Director of Purchasing awarded the original contract in the amount of $3,765,093 which included a 5% change order allowance (Exhibit 2). The 24" transmission main being installed as part of this contract is located within South Florida Water Management District (SFWMD) right-of-way on the south side of the Hillsboro Canal. The original scope included green area restoration 12’ wide for the length of transmission main installation. SFWMD subsequently increased the required restoration to include the entire area from the top of the canal bank back to the existing guardrail.  This green area restoration included clearing, grading of the swale and top of bank, sodding and as-built preparation of final grades. Despite the increase in green area restoration, the ability to place the reclaimed line within the SFWMD rights-of-way was still a significant cost savings and reduced traffic impacts along Loxahatchee Road had the County been required to place the line within the paved roadway.

 

Three change orders have been processed to date for a total change order amount of $51,122 and a total amended contract amount of $3,816,215.

 

This proposed Change Order No. 4 (Exhibit 3) will pay for additional green area restoration (Contract Line Item Nbr. 1, @ $1.33/SF X 338,006.6 SF) in SFWMD right-of-way. The green area restoration is complete. Due to the need to timely restore the SFWMD rights-of-way and protect the Hillsboro Canal embankment from erosion, the Contractor was directed to complete the additional green area restoration and the additional cost would be adjusted in Change Order No. 4. This change order represents a final reconciliation of quantities of Bid Item 1-22 “Restore Green Areas”.
