Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this Agreement of 25%. As of May 3, 2021, Mills Electric Services, Inc. has been paid $3,798,567 with $3,586,150 paid to CBE firms, yielding 94.4% CBE participation. (Exhibit 1)

 

On September 27, 2019, the Director of Purchasing approved the Agreement between Broward County and Mills Electric Services, Inc. in the amount of $5,986,460 which included a 5% or $299,323 change order allowance. (Exhibit 2)

 

On March 17, 2021, the Director of Purchasing approved a change order allowance increase of $100,000. (Exhibit 3)

 

The proposed change order allowance increase from 6.67% to 10% is to address unforeseen costs associated with replacing the Water Treatment Plant 2A main electrical and control systems that have not been upgraded since being built in the 1970s. At the time of the project, both existing emergency generators experienced mechanical failures requiring repairs. As a result, additional temporary generator operation has been needed to ensure back-up power is available for water production and distribution. The temporary generator rental fee has been covered for a period of four months under the existing allowance. However, it could possibly take up to an additional two months to rebuild the existing generators which may accrue a subsequent cost of approximately $145,000. The increased change order allowance will cover payment of the remaining rental fee as well as any unforeseen conditions that may occur during construction.
