Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL.


This item supports the Board of County Commissioners' Value of "cooperatively delivering an efficient and accessible regional intermodal transportation network" with the Goal of supporting "the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers and businesses."


As part of the Mobility Advancement Program, Broward County plans to improve pedestrian access to the Cypress Creek Tri-Rail Station on Cypress Creek Road in the vicinity of I-95.  This segment of Cypress Creek Road is a County road located in the City of Fort Lauderdale.  FDOT is undertaking major improvements to I-95 from south of Commercial Boulevard to north of Cypress Creek Road, including improvements on this segment of Cypress Creek Road.  Among the improvements, FDOT plans to install complete street elements that include standard sidewalks and on-street bike lanes on Cypress Creek Road.  As the FDOT project encompasses the County’s planned improvements, FDOT and Broward County agree that it is in their mutual interest to include the County’s work in the FDOT project.  At the same time, Broward County and the City of Fort Lauderdale have determined that, based on availability of right-of-way, a shared-used path (i.e., a wider sidewalk) can be installed in place of standard sidewalks and on-street bike lanes and will further enhance safety.

 

Broward County and the City of Fort Lauderdale has requested that FDOT install a shared-use path along the north and south sides of Cypress Creek Road for approximately 1.3 miles from Powerline Road to NE 9th Avenue, in lieu of standard sidewalks and on-street bicycle lanes adjacent to vehicular traffic. FDOT requires the County to fund the estimated cost of $98,257 for supplemental design services to install the 10-foot-wide shared-use path. The County has requested the City of Fort Lauderdale to provide a one-time lump sum payment of $10,000 towards the supplemental design services cost. The estimated construction cost of the entire FDOT I-95 project is $59.2 million.

 

Motion A seeks Board approval of a Locally Funded Agreement between Broward County and FDOT to provide for the County to fund the estimated amount of $98,257 to incorporate the installation of a shared-use path into FDOT’s project design services related to improvements to Cypress Creek Road from Powerline Road to NE 9th Avenue (Exhibit 1).


Motion B seeks Board approval of a Joint Participation Agreement between Broward County and the City of Fort Lauderdale for the City to provide a one-time lump sum amount of $10,000 to the County as its share of the cost to incorporate the installation of a shared-use path into FDOT’s project design services related to improvements to Cypress Creek Road from Powerline Road to NE 9th Avenue (Exhibit 2).


The Locally Funded Agreement and the Joint Participation Agreement have been reviewed and approved as to form by the Office of the County Attorney.
