MOTION TO AUTHORIZE County Administrator to execute First Amendment to Agreement No. 20-CP-CSA-8541-01 (subject to review for legal sufficiency by the Office of the County Attorney) between Broward County and Broward Behavioral Health Coalition, Inc., increasing the Agreement amount for year two from $925,650 to $995,820, effective retroactively from September 30, 2020, to enhance the delivery of One Community Partnership 3 program services to youth with services to youth with serious emotional disturbance (“SED”) and those with early signs and symptoms of serious mental illness (“SMI”); authorize the County Administrator to execute amendments to the Agreement (subject to review for legal sufficiency by the Office of the County Attorney) that do not significantly alter the approved scope of services or increase the Agreement amount; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” The funding supports the system of care for youth experiencing SED and those with early signs and symptoms of SMI, with the goal of achieving mental health wellness while keeping the youth in the least restrictive environment with the support and participation from their families or caregivers.
Retroactive approval is requested due to the revised budget and narrative requested by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration (“SAMHSA”) and the draft contract amendment review by Broward Behavioral Health Coalition, Inc., (“BBHC”).
On November 5, 2019, (Item No. 13), the Commission approved the appropriation and disbursement of funds to BBHC for the One Community Partnership 3 (“OCP3”) program services and authorized the County Administrator to execute the Agreement. The item also contained the information that allows the Office of Management and Budget to issue a budget resolution annually (Exhibit 1).
This item requests Commission authorization for the County Administrator to execute the First Amendment to Agreement No. 20-CP-CSA-8541-01 with BBHC, increasing the year two Agreement amount by $70,170 and updating specific exhibits in the Agreement. The amount includes $65,000 from federal Fiscal Year 2019-2020 that SAMHSA approved for rollover to federal Fiscal Year 2020-2021 and a reallocation of $5,170 from the Broward County OCP3 budget to BBHC for operational expenses. The additional funds allow BBHC to enhance the OCP3 services available to youth.

Funding in the amount of $1,000,000 from September 30, 2020 through September 29, 2021, is in the SAMHSA System of Care Expansion Grant Fund. Broward County match funds in the amount of $16,875 are within the Community Partnerships Division’s Fiscal Year 2021 approved budget.
