Summary Explanation/Background

THE CULTURAL DIVISION RECOMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's value of cultivating community culture, arts, recreation, and life-long learning and goals relating to providing diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant, multi-cultural, and economically viable community.

 

On March 31, 2020 (Item No. 38), the Board authorized the Cultural Division (“Division”) to create a program under which Division staff will provide administration of public art programs for Broward County municipalities in exchange for a negotiated fee, in an amount equal to or greater than the costs incurred by the County.  Public art administrative services may encompass a broad range of activities, from assisting municipalities with developing their program, as well as facilitating the artist selection process, establishing pre-screened pools of artists, developing guidelines and master plans, or working with community stakeholders.

 

The Division successfully negotiated with the City of Dania Beach and is in the process of completing a public art plan for the city.  The City of Fort Lauderdale has expressed an interest in procuring the Cultural Division’s expertise to provide program support.

 

The Division seeks to be able to contract with consultants and outside contractors with expertise in public art to assist staff in the Public Art & Design section of the Cultural Division with the further development and expansion of the municipal public art program.

 

If this item is approved, the Division will work to identify or solicit consultants and outside contractors consistent with the Broward County Procurement Code to assist with the program. Costs associated with these consultants and outside contractors will be reimbursed by the municipality contracting with the County as part of the negotiated fee paid to the County.

 

Regardless of whether a consultant’s or outside contractor’s services are utilized, the overall fees paid by each participating municipality will still be in an amount equal to or greater than the costs incurred by the County.

 

Approval of this motion would allow the Cultural Division to further contribute to the cultural environment and cultivate a distinctive cultural identity for Broward County.
