Why Action is Necessary

Board of County Commissioners’ approval is required when the approved and negotiated GMP exceeds the stipulated preliminary Guaranteed Maximum Price (GMP) established for the project, and to delegate authority to the County Administrator to execute agreements on its behalf.

 

What Action Accomplishes

Increases approved GMP for the new Nancy J. Cotterman Center and authorizes County Administrator to take actions on behalf of the Board of County Commissioners while the Board of County Commissioners is not in session.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT AND CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Public Works Department and the Office of Economic and Small Business Development established a 24% Community Business Enterprise (CBE) participation goal for this project.

 

On June 11, 2019, (Item No. 5), the Board of County Commissioners approved the Second Amendment to the Agreement allowing for the construction of a new Nancy J. Cotterman Center to be located at 2995 N. Dixie Highway in the City of Oakland Park.  The proposed two-story building of approximately 28,000 square feet will provide support services to victims of sexual assault and abuse and will replace the existing Nancy J. Cotterman Center located at 400 NE 4th Street, Fort Lauderdale. The Second Amendment to the Agreement established an estimated Guaranteed Maximum Price 2 (GMP 2) of $11,966,369.

 

This motion seeks approval by the Board of County Commissioners to delegate signature authority to the County Administrator to increase the estimated Guaranteed Maximum Price (GMP 2) for the Nancy J. Cotterman Center from $11,966,369 to an amount to be finalized, but not to exceed $14,500,000 with an anticipated duration of 365 calendar days.  This request is intended to address in a timely manner, the volatility of the construction market. This volatility has been driven by labor cost increases due to a shortage of skilled labor, and significantly increased costs of materials such as wood, steel, concrete, drywall, PVC, and copper. Additional delays in finalizing a Guaranteed Maximum Price (GMP) are forecast to increase construction costs even further. Approval of this motion will allow construction to begin as soon as possible.
