Summary Explanation/Background

THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMENDS APPROVAL OF THE ABOVE MOTION.

On June 13, 2017 (Item No. 68), the Broward County Board of County Commissioners authorized the Director of Purchasing to execute the System and Services Agreement Between Broward County and Radio One, Inc. (the “Agreement”) to provide an upgrade to Broward County’s local government radio system. The Agreement was executed on March 22, 2018 and contained a not-to-exceed amount of $1,264,242.  This amount was a scrivener’s error, as the actual approved not-to-exceed amount totaled $1,263,242.  The error was reconciled as part of the First Amendment.

On June 12, 2018 (Item No. 76), the Broward County Board of County Commissioners approved the First Amendment to the Agreement to increase the not-to-exceed amount for Optional Services that require a scope of work related to the types of goods and services otherwise provided under the Agreement, including professional services, from $300,000 to $2,750,000 for any County department, division, or agency. The First Amendment also included an ability to purchase additional local government (non-public safety) radio equipment (that which does not require professional services other than support and maintenance) as Optional Services utilizing a purchase order, adding an additional not-to-exceed amount of $800,000, and increasing the total not-to-exceed amount of the Agreement by $3,250,000 from $1,264,242 to $4,514,242.

Work Authorization 8 for the total not-to-exceed amount of $832,644 will allow the vendor to implement indoor coverage enhancement systems for the Local Government 400 MHz Radio System that are needed in various Broward County agency locations.
