Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THIS MOTION.
This item supports the Board's Value of "offering sustainable, compatible, innovative housing options for all income levels, including integrated supportive housing and rapid rehousing" and its corresponding goal to "strengthen stakeholder partnerships to increase the availability of affordable housing of all types countywide, in every community.”
The Broward County Affordable Housing Needs Assessment is used by the Board, the Broward Housing Council, Broward County Planning Council, their respective staffs and the businesses and residents of Broward County to assess and understand affordable housing conditions in Broward County. The Study was most recently updated in 2018 (May 7, 2019 Board meeting Agenda Item 78).
In 2012 and 2018, the Broward Housing Council contracted with the FIU Metropolitan Center for the preparation and update of the Broward County Affordable Housing Needs Assessment. The study provides current data on Housing Supply, Housing Demand, Future Housing Demand and provides Municipal and Unincorporated area demographic profiles and housing supply and demand for each area by very low-, low-, and moderate-income populations. The proposed update will use the latest American Community Survey (ACS) data as derived from Census 2020, which is currently scheduled to be published in January 2022.
The FIU Metropolitan Center has affirmed their availability and willingness to update the Study as described in Exhibit 1. The Purchasing Division has approved this as a sole source (Exhibit 2).
