Summary Explanation/Background

This agenda item supports the Board's goal of increased economic strength and impact of revenue generating County enterprises balancing economic, environmental, and community needs.

The West Expansion of the Project has been under construction and is slated to reach substantial completion by October 2021.  Pending Board approval of Item No. 105 on this agenda, work will begin on the remaining phases of the Project, starting with the foundation work for the Headquarters Hotel. The enabling authority for actions necessary to keep the Project moving may rise to a level above that of the Purchasing Director and require Board of County Commissioners' approval. As some of these actions may also time sensitive, delegation of the Board of County Commissioners' approval to the County Administrator during the upcoming 2021 summer break will ensure expedient completion of those tasks.

The proposed Motion will authorize the County Administrator to execute agreements, licenses, work authorizations, construction change orders and other administrative documents as may be necessary to obtain permits and other jurisdictional approvals and to expedite services needed for completion of the current and future phases of the Project during the Board of County Commissioners' 2021 summer break. This motion is presented as a contingency measure in order to avoid project delays.

The Board will be notified of any action taken and the reason thereto.
