Pursuant to Fla. Stat. §332.0075, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport over $325,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not establish County Business Enterprise (CBE) goals for this procurement because there is an insufficient number of CBE firms in the Broward County Certified Firm Directory for fire alarm services (Exhibit 2).

 

The purpose of this contract is to furnish all labor, materials, equipment, services, and incidentals for fire alarm systems maintenance services for the Broward County Aviation Department, Fort Lauderdale-Hollywood International Airport.

 

WSA Systems-Boca, LLC (WSA) submitted its offer in Periscope S2G under the name of Sciens Building Solutions, which is doing business as WSA. After clarification, the representative from WSA confirmed that the correct vendor’s name for this bid is WSA Systems-Boca, LLC.

 

The allowance in this contract, in the total amount of $750,000, is for parts and materials in the annual amount of $250,000. This allowance item must be approved by the contract administrator prior to purchase and will be reimbursed at the contractor's actual incurred cost, without mark-up (Exhibit 1: Line 25).

 

In accordance with the Broward County Workforce Investment Program, Broward County Administrative Code, Section 19.211, these services are subject to the Workforce Investment Program. WSA has agreed to be bound to the contractual obligations of the Workforce Investment Program.

 

In accordance with the Broward County Living Wage Ordinance, Broward County Code of Ordinances, Section 26-101(i), these services are covered services. WSA has agreed to be bound to the contractual obligations of the Living Wage Ordinance.

 

Broward County Aviation Department reviewed the bid submitted by WSA and concurs with the recommendation for award (Exhibit 3). Four evaluations were completed for WSA; they have an overall rating of 4.18 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.

 

The Purchasing Division researched the prices submitted by the recommended bidder, WSA, and determined that the prices submitted are fair and reasonable in comparison to prices of the competing firms and current contract prices (Exhibit 4).

 

Incumbent Vendor: WSA, Contract Number and Title: Contract No. BLD2116441B1, Security and Fire Alarm Systems Maintenance Services. Contract Term: October 1, 2018, through September 30, 2021. Expenditures to date: $3,193,858.

 

The Recommendation for Award was posted on the Purchasing Division website from June 24, 2021 through June 30, 2021.  There was no protest or appeal filed against this procurement.

 

The bid posted on March 30, 2021 and opened on May 10, 2021; two bids were received with zero declinations (Exhibit 1).

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
