In accordance with the Broward County Procurement Code, Section 21.33, Issuance of Competitive Solicitations, Board approval is required prior to advertisement of RFPs, RLIs, and RFQs with an anticipated total value of more than $500,000.

 

What Action Accomplishes

Approves a Request for Proposals solicitation to engage the services of a qualified firm to provide professional construction design services for improvements to Cruise Terminal 4, the adjacent berth and wharf, as well as construction administration services for the entire project, including interior improvements as outlined in a design to be prepared by the cruise line that will utilize Terminal 4.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Board’s Value of “Ensuring economic opportunities for Broward’s diverse population and businesses”, and its Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs”.

 

The Office of Economic and Small Business Development established a County Business Enterprise participation goal of 25% for this project (Exhibit 2).

 

The purpose of this solicitation is to engage the services of a qualified firm to provide designs, drawings, specifications, testing, inspections, construction administration and engineering for the project. The design services will consist of maritime improvements including but not limited to: fendering systems, bollards, marine infrastructure, apron improvements, future cold ironing for powering ships at the berth, upgrades to the passenger boarding bridges. The consultant may be tasked with providing recommendations to implement traffic improvements, and modification of wayfinding, other signage, and graphics to the existing Terminal. Construction administration services will include the work associated with the design prepared by the selected consultant as well as a design for interior improvements provided by a consultant engaged by the cruise line that will use Terminal 4. The duration of services will be approximately one year from agreement approval.

 

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for the ranking of firms based upon the required specialized expertise. Owing to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).

 

The County Auditor’s Office has reviewed the RFP and all matters were addressed.
