Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Board’s Value of “Ensuring economic opportunities for Broward’s diverse population and businesses” and its Goal to “Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs”.

 

The Office of Economic and Small Business Development established a County Business Enterprise goal of 30% for this project (Exhibit 2).

 

The purpose of this solicitation is to provide comprehensive pre-construction and construction management services for the renovation of the interior, exterior, marine infrastructure, graphics, signage and other improvements at Port Everglades Cruise Terminal 4 and Berth facility. The cruise line, intending to use this Terminal, will have a consultant (Cruise Consultant) preparing design documents indicating the work to be done to the interior, exterior, graphics, electronics, communications, data cabling systems and other items. The exterior, marine infrastructure and other improvements will be shown in the design documents, which will be prepared by a separate consultant to be selected by Broward County (Port Consultant). Solicitation and selection of the Port Consultant will be done concurrently with the solicitation and selection of the Managing General Contractor (MGC).

 

The combination of construction design documents prepared by the Cruise Consultant and the Port Consultant will make up the scope of construction work to be performed by the MGC. The MGC’s services include pre-construction services, peer and constructability reviews, cost estimating, scheduling, value engineering, CBE identification and recruitment, subcontractor bidding, relocation assistance, building systems commissioning, Leadership in Environmental and Engineering Design (LEED) certification, life-cycle cost assistance, warranty services and post-occupancy evaluations for this complex combined facility.

 

In accordance with the Broward County Administrative Code, Section 19.211(a)(3), the project is subject to the Workforce Investment Program. Additionally, in accordance with the Broward County Code of Ordinances, Sections 26-8 through 26-11, this project is subject to the requirements of the Construction Apprenticeship Program.

 

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services outlined in the RFP (Exhibit 1).

 

The County Auditor’s Office has reviewed the RFP and all matters were addressed.
