A. MOTION TO APPROVE Grant Agreement between Broward County and the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Broward County’s Prison Rape Elimination Act (PREA) Program, Award No. 2020-RP-BX-0005 (Exhibit 1), in the amount of $250,000, effective upon execution through September 30, 2022; authorizing the County Administrator to take all administrative and budgetary actions necessary to implement the Broward County Prison Rape Elimination Act (PREA) Program, including, without limitation, the approval and execution of an agreement between Broward County and the Broward Sheriff’s Office and amendments to the PREA Grant Agreement, provided there is no increase in the County’s financial obligations and subject to review of all such documents for legal sufficiency by the Office of the County Attorney.

B. MOTION TO ADOPT budget Resolution No. 2021-414 within the BSO DOJ Grants Fund in the amount of $250,000 for Implementing the PREA Standards (PREA) program to protect inmates from sexual abuse.

Why Action is Necessary
A. Section 20.31(b)(3), Broward County Administrative Code, requires that the Board of County Commissioners (“Commission”) approves all state and federal grant agreements.
B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

Summary Explanation/Background
GRANT ADMINISTRATION RECOMMENDS APPROVAL
Funds will be used by the Broward Sheriff’s Office to purchase equipment and provide training for detention personnel to better protect inmates from sexual abuse through an Interlocal Agreement with the County. Grants Administration will provide oversight and monitoring of this grant. This is a two-year grant that was delayed by DOJ’s new grant management system.
