Why Action is Necessary

Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections by deposited in a special law enforcement trust fund to be used for law enforcement purposes.  Recommendation of the Sheriff and Board approval are required to appropriate LETF funds.

Summary Explanation/Background

The Broward Sheriff’s Office supports this LETF for the READ Project.  READ is a program designed to have elementary school children develop the habit of reading for pleasure and fun outside of the school setting.  Children who at a young age develop strong reading skills increase their level of comprehension as they grow older, and also increase their grade level proficiency.  The program will offer purchased books for children to take home.  Reports indicate that the pandemic has had a negative effect on academic performance.  The intention is to keep elementary students engaged all through the year but especially during the summer when they are home from school.

Fiscal Impact/Cost Summary

Funds are available within the Law Enforcement Trust Fund for this action.  According to BSO, the current balance of the LETF, as of August 18, 2021, is $4,243,651 in the local account ($2,938,970 of which is unrestricted) and $3,953,762 in the federal account ($2,123,330 of which is unrestricted).  This action will utilize $10,000 in unrestricted local funds.
