Why Action is Necessary

A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of August 24, 2021.

 

What Action Accomplishes

Permits the Board to consider adopting a Resolution amending the Administrative Code relating to County Commission rules of procedure regarding public comment and proclamations.

Summary Explanation/Background

This proposed amendment modifies aspects of the Board's meeting procedures in three primary ways.

 

First, public comment on an item would be limited to only one meeting unless (1) the item materially changes between meetings, or (2) more than 30 days pass between the date the public comment occurs and the date the item is subsequently considered by the Board.

 

Second, agenda items setting a resolution or ordinance for public hearing would appear on the consent agenda, unless withdrawn from consent by a Commissioner.  Members of the public would not be permitted to pull an item that only sets the date for the public hearing of a resolution or ordinance.

 

Third, the proposed amendment codifies the Board's agreed practices relating to proclamations and other ceremonial items, including the persons who can sign proclamations and the ability of individual Commissioners to issue certificates of appreciation and other honors, subject to certain restrictions.
