MOTION TO APPROVE Agreement JA121-15-2021 between the Areawide Council on Aging of Broward County, Inc., and Broward County, effective retroactively from January 1, 2021 through December 31, 2021, in the amount of $36,518 to provide caregiver training and support services to eligible seniors; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Agreement, subject to review for legal sufficiency by the Office of the County Attorney, that do not change the scope of services substantively or impose additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTIONS.
These actions support the Commission’s value of "approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and the goal to "effectively advocate for and acquire municipal, state, and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” This Agreement funds caregiver training and support services to Broward County residents who are family caregivers of eligible seniors or eligible grandparents who are family caregivers.
The effective date of this Agreement is retroactive due to ongoing contract negotiations related to language and finalization of documentation. The first draft was received from the Areawide Council on Aging of Broward County, Inc., (“Council”) on February 23, 2021, however it was sent back and forth between agencies due to needed revisions; the attached was approved by the Council, the Human Services Department and the office of the County Attorney between June and August 2021.
The Elderly and Veteran Services Division (“EVSD”) has served as the lead agency for aging services in Broward County since 1985. Through this Agreement, EVSD will provide caregiver training and support services to Broward County residents, under Title IIIE of the Older Americans Act ("OAA"). Preference will be given to those with the greatest economic and social need, particularly people whose self-reported income is in the lowest income bracket, historically marginalized populations, and those with limited English proficiency. Priority will also be given to family caregivers who provide in-home care for residents with Alzheimer’s disease or related disorders.
Although no specific target outcomes are required, EVSD will document the percentage of caregivers who self-report being confident about their ability to continue to provide in-home care after service intervention.
Funding for this Agreement is supported by OAA Title IIIE dollars distributed locally by the State of Florida Department of Elder Affairs through the Council and by the Council’s match dollars.
The Council is acting on behalf of the State of Florida. This Agreement (Exhibit 1) is in the Council’s format and was reviewed and approved as to form by the Office of the County Attorney. The Council will sign last following the Commission’s approval.
