In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The purpose of this contract is to provide Forward Looking Infrared (FLIR) thermal video detection equipment and repairs. The Traffic Engineering Division currently utilizes the FLIR brand of equipment for the operation, maintenance, and repair of signalized intersections as part of various roadway construction projects, newly constructed traffic signals, and signal reconstructions.

 

On March 16, 2021, in response to a Sole Source/Sole Brand request from the Traffic Engineering Division, the Purchasing Division issued a Request for Information (RFI) to ascertain whether FLIR thermal video detection equipment, repair and accessories are currently available from multiple providers. A single response was received to the RFI from Control Technologies, Inc.

 

On May 8, 2021, after due diligence was completed to locate potential vendors, the Director of Purchasing approved a sole source, sole brand designation for Control Technologies, Inc. (Exhibit 2). Based on the sole source, sole brand designation, a Request for Quotation was issued to Control Technologies, Inc. to obtain firm, fixed pricing for FLIR thermal video detection equipment and repairs.

 

The Traffic Engineering Division has reviewed the quotation submitted by Control Technologies, Inc. and concurs with the recommendation for award (Exhibit 3). Two performance evaluations were completed for Control Technologies, Inc.; the firm has an overall rating of 4.54 out of a possible 5.0. Copies of the performance evaluations are available upon request.

 

The Purchasing Division has reviewed the prices submitted by Control Technologies, Inc. and determined that the prices submitted are fair and reasonable based upon a comparison to the previous contract pricing (Exhibit 1).
