Why Action is Necessary

Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.

Approval will enable Broward County to apply for federal funding to continue providing health care and support services to eligible Broward County residents living with HIV/AIDS.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” Securing federal grant funding will facilitate the continued provision of needed services to eligible Broward County residents living with HIV/AIDS.

 

The Human Services Department requests Commission approval to submit a grant application to the U.S. Department of Health and Human Services, Health Resources and Services Administration (“HRSA”) for Ryan White Part A (“RW”) funds for the 2022-2025 RW grant period.

 

The most recent Florida Department of Health HIV/AIDS Surveillance Report documented 21,048 persons living with HIV/AIDS in Broward County. Broward County is second in the nation for new HIV infections, with racial and ethnic minorities disproportionately impacted by the epidemic. The RW funds assist in developing or enhancing high-quality, community-based care for individuals and families with low income affected by HIV/AIDS-related illnesses in eligible metropolitan areas (“EMA”). The Broward County EMA has received RW grant funding from HRSA since 1991.

 

The Broward County HIV Health Services Planning Council is federally mandated to establish the core medical and support service priorities identified in the RW Summary of Priority Services (Exhibit 1). These services are procured using an open, competitive request for proposal process, resulting in agreements with community agencies.

 

In 2021, HRSA changed its grant application to expand its grant period from annual to three years. The 2022-2025 Grant Application and Compliance Assurances Form must be submitted to HRSA by September 30, 2021. Historically, Broward County has met all federally mandated Conditions of Award, including ensuring unexpended grant funds are below 5% of the total grant award.

Fiscal Impact/Cost Summary

The County's RW program is 100% funded through federal dollars from HRSA. No County funds are required. The program would be discontinued if grant funding were no longer available.
