Why Action is Necessary
Broward County Board of County Commissioners’ approval is required to authorize the County Administrator to approve the acceptance of the Grant award for funding under the Fiscal Year 2021 Port Security Grant Program.
What Action Accomplishes
Allows for funding of high priority security enhancements at Port Everglades that were identified and approved by the U.S. Coast Guard Captain of the Port and the Miami Area Maritime Security Committee.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This item supports the Broward County Board of County Commissioners' (“Board”) Value of "Ensuring economic opportunities for Broward's diverse population and businesses" and the Goal to "Increase the economic strength and impact of revenue generating County enterprises balancing economic, environmental, and community needs."
The Port Everglades Department has been identified as eligible for a U.S. Department of Homeland Security (“DHS”), Federal Emergency Management Agency (“FEMA”) grant under the Fiscal Year 2021 Port Security Grant Program (“PSGP”) in an amount of up to $499,693 to fund specific priorities to address the prevention of, protection against, response to, and recovery from, incidents or other natural or man-made disasters (to include all hazard compatibility) affecting the Port Everglades Port Area. The grant complements previous PSGP awards that the Port Everglades Department has used to update and improve the overall quality of layered security infrastructure. This grant will provide funding to conduct a Port-Wide Security Assessment and Facility Security Plan revision based on the risk analysis results. In addition, funding is allocated to a second project to enhance overall physical security, accountability, and key control management by implementing a port-wide electronic lock access control system.
Funding for critical port security projects approved by the U.S. Coast Guard and FEMA require a 25% cost share ($166,565) from Broward County. Total estimated project cost for the two approved security projects, including the County matching funds, totals $666,258.
The Grant Award letter was posted for approval on the FEMA Grants website on August 26, 2021 (see Exhibit 1).
