MOTION TO APPROVE Agreement between OIC of South Florida, Inc., for Hospital-Grade Cleaning Services, for the Broward Addiction Recovery Division, in the annual estimated amount of $300,000 and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $900,000; and authorize the Mayor and Clerk to execute same. The contract shall begin on the date of award and terminate on September 30, 2022.

Why Action is Necessary
Motion A. In accordance with the Broward County Procurement Code, Section 21.25, Sole Source Procurement, a sole source procurement above the award authority of the Director of Purchasing must be approved by the Board.
Motion B. In accordance with the Broward County Procurement Code, Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Broward Addiction Recovery Division (BARC) requested a most reasonable source designation for Opportunities Industrialization Center of South Florida (OIC-SFL) to provide supplemental hospital-grade cleaning services to maximize infection control and sanitation. Services will include detailed occupied room cleaning, terminal (discharge) room cleaning, client bathrooms, waiting areas, and other areas identified by BARC that require servicing. This standard of cleaning uses a higher detail of steps to mitigate infection to clients, promote client wellbeing during their length of stay, and ensure proper sanitation of client rooms and areas upon discharge.
The OIC-SFL currently provides County bus terminal cleaning under the Transit Transitional Employment Program. BARC’s requested hospital-grade cleaning services exceeds those services provided under the Transit Transitional Employment Program; therefore, BARC cannot utilize the existing Transit Division contract.
Per the Agreement’s Scope of Work, OIC-SFL must recruit candidates for employment who meet the Contractor’s employment program eligibility criteria, which includes residents of Broward Municipal Services District and other economically distressed areas in Broward County with an unemployment rate of 15% or higher. The candidates must also meet additional eligibility criteria as stated in Agreement. If OIC-SFL is unable to fully hire staff who meet the eligibility criteria, OIC-SFL must submit justification and documentation for departing from the established criteria. Additionally, the Contract Administrator may, at the County’s sole discretion, grant approval for staff recruitment in other areas within Broward County.
In accordance with the Broward County Code of Ordinances, Section 26-101 (i), these services are covered services and OIC-SFL is bound to the contractual obligations of the Living Wage Ordinance.
