Why Action is Necessary
Chapter 2, Section 2-40(a) of the Broward County Code of Ordinances requires that the Broward County Board of County Commissioners (“Board”) authorize any commercial activities of the occupation of space at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).
What Action Accomplishes
Approves the Terminal Building Lease Agreement (“TBLA”) between Broward County (“County”) and the Federal Bureau of Investigation (“FBI”) to lease space in Terminal 3, (“T3”) in accordance with the provisions of the TBLA, at no charge, in exchange for providing law enforcement services to FLL.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the TBLA between the County and the FBI to lease space in T3 in accordance with the provisions of the TBLA, at no charge, in exchange for providing law enforcement services to FLL.
On December 6, 2016 (Item No. 4), the Board approved the existing TBLA between the County and the FBI to lease office space in T3 to provide law enforcement services at FLL. The existing TBLA expires on December 5, 2021.
The proposed TBLA allows the FBI to continue leasing office space at no charge. The FBI currently supports the overall security of the airport and its passengers by providing investigative and federal law enforcement services at FLL. These services are provided in coordination with the Broward Sheriff’s Office and the Transportation Security Administration. The use of the office space permits the FBI to maintain sensitive information in a secure area as well as its computer network. This results in a more efficient operation and provides a shorter response time to incidents and inquiries. All law enforcement services provided by the FBI at FLL are at no cost to the County.
The proposed TBLA has been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
