Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development established a County Business Enterprise participation goal of 25% for this construction project (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified, specialized, and experienced general contractor to provide construction services for a post-security walkway for passengers to move from terminal to terminal without being required to exit and re-enter Transportation Security Administration (TSA) security screening checkpoints within the Broward County Fort Lauderdale-Hollywood International Airport (Airport). The work includes the construction of a two-story, 508-foot-long connector between Terminal 1 and Terminal 2 and a two-story, 192-foot-long connector between Terminal 2 and Terminal 3 at the Airport. In addition, the existing ramp level between the terminals will be reconfigured to support airport operations, including new restrooms, tenant offices, storage spaces, waste collection areas, and staff parking. The construction project also includes a new security checkpoint, new baggage claim devices, restrooms, tenant offices, employee screening checkpoint, passenger circulation ramp replacement, and finishes throughout designated areas of the existing Terminal 2 building footprint. The duration of construction services will be approximately 28 months to Substantial Completion.
In accordance with the Broward County Administrative Code, Section 19.211(a)(3), the project is subject to the Workforce Investment Program. Additionally, in accordance with the Broward County Code of Ordinances, Sections 26-8 through 26-11, this project is subject to the requirements of the Construction Apprenticeship Program.
The Two-Step RFQ/Bid procurement method was selected to best serve the County, because the Step One RFQ solicitation process consists of multiple evaluation criteria that will allow the Evaluation Committee to evaluate the vendors’ qualifications and experience (Exhibit 1). The Step Two bid process will issue well-defined specifications to all vendors that were found to be qualified under the Step One solicitation requirements with resulting award to the low, responsive, and responsible bidder.
The RFQ has been reviewed with the County Auditor’s Office and all matters were addressed.
