Why Action is Necessary

Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedures and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes.  Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

 

What Action Accomplishes

A. Provides LETF funding in the amount of $1,214,545 to support the Forfeiture Unit for Fiscal Year 2022.

 

B. Provides LETF funding in the amount of $391,561 to support the Juvenile Firesetters Prevention and Intervention Program for Fiscal Year 2022.

 

C. Provides LETF funding in the amount of $57,775 to provide matching funds for a Domestic Violence Program grant from the Florida Department of Children and Families.

Summary Explanation/Background

A. The Broward Sheriff’s Office supports this LETF request for $1,214,545 to fund the Broward County Forfeiture Unit. Funding for this program is shared by local forfeiture and the Federal Justice Law Enforcement Trust Fund.  

 

B. The Broward Sheriff’s Office supports this LETF request for $391,561 to fund the Broward County Juvenile Firesetter Prevention and Intervention Program. Funding for this program is shared by the Pay Telephone Trust Fund and the Law Enforcement Trust Fund. Broward County’s Juvenile Firesetter Prevention and Intervention programs provide specialized fire safety education for children ages 2 to 17 and target at-risk children and teens with an interest in or a history of starting fires, initiating bomb threats, creating destructive incendiary devices, or pulling fire alarms. By offering fire safety education instruction and community outreach presentations, the program helps reduce incidents of injury, property loss, and death. Follow-up surveys and a six-month monitoring process complete the program which has proven highly successful in reducing recidivism.

 

C.  The Broward Sheriff’s Office supports this LETF request for matching funds for the Domestic Violence Program 2021-22.  The Broward Sheriff’s Office has been awarded a grant award in the amount of $300,000 from the Department of Children and Families.  The purpose of this grant is to fund salary and fringe benefits for two full-time equivalent (FTE) Detectives in the Criminal Investigations Division to work solely on domestic violence cases.  There is a required match in the amount of $100,000 for a total program cost of $400,000.  The match will be satisfied through a combination of 25% FTE of the supervising Lieutenant ($42,225) leaving a balance of $57,775 from LETF funds.

Funds are available within the Law Enforcement Trust Fund for these actions.  According to BSO, the current balance of the LETF, as of September 10, 2021, is $4,324,224 in the local account ($3,035,514 of which is unrestricted) and $4,961,413 in the federal account ($3,127,797 of which is unrestricted).  These actions will utilize $1,370,211 in unrestricted local funds and $293,670 in unrestricted federal funds.
