Summary Explanation/Background
This item proposes that the Board of County Commissioners name the complex trial and ceremonial courtroom on the seventeenth floor of the Broward County Judicial Complex, located at 201 SE Sixth Street, Fort Lauderdale, Florida 33301 (“Courtroom”), in honor of Seventeenth Judicial Circuit Chief Judge Jack B. Tuter, Jr. (“Judge Tuter”).
Judge Tuter has served on the Seventeenth Judicial Circuit since 2005. In 2017, Judge Tuter was elected Chief Judge. His responsibilities include, among others, ensuring the efficient and proper administration of the circuit and County courts in Broward County, directing the court’s daily affairs, implementing a plan for the prompt disposition of cases, assigning judges and other court officers, controlling the dockets, regulating the courtrooms, and reviewing the status of inmates in the county jail.
Section 18.43 of the Broward County Administrative Code (“Administrative Code”) establishes the Board’s policies for naming property, buildings, structures, or facilities.
On August 24, 2021 (Agenda Item No. 103), the Board provided notice on the record that it would consider a proposed Resolution naming the Courtroom in honor of Judge Tuter on October 5, 2021, as required under Section 18.43(h) of the Administrative Code. In addition, the Board waived Section 18.43(c) of the Administrative Code, which provides that property, buildings, structures, and facilities owned by the County should not be named after living persons. Further, the Board directed the County Administrator to solicit the input of at least three local municipalities, homeowners’ associations, or other appropriate community groups of the Board’s proposal to designate the Courtroom in honor of Judge Tuter. Correspondence submitted by the County Administrator to such groups is included as Attachment 1 to the proposed Resolution.
This item (1) would adopt a Resolution designating the Courtroom as “Chief Judge Jack Tuter Courtroom” in honor of Judge Tuter, and (2) would direct the County Administrator to take all budgetary and other actions necessary to effectuate the naming of the Courtroom.
